The Challenge
Local authorities face relentless growth in demand for adult social care with static or shrinking budgets. Torfaen County Borough Council needed to track social-care data in real time and use it to inform how care resources are deployed and prioritised to best effect — the explicit goal of its challenge to industry, “using data and digital technology to deliver better adult social care”. Without joined-up, current data, decisions about packages of care, staffing and prevention are made late and on partial evidence.
The Solution
NQM applied its care-analytics and trusted-data-exchange capabilities to bring Torfaen’s adult social-care data together securely and make it usable for planning and prioritisation. The platform handled sensitive citizen-level care data with privacy-preserving controls, fused data from council care systems, and surfaced analytics that helped the authority see demand, provision and cost patterns across its services.
